CyanogenMod 10 'M1' builds released

CyanogenMod 10 development continues apace, and if you've been following the progress of CM10 for your favorite device, you'll know that nightly builds and unofficial "KANG" releases aren't always the most stable or reliable. As such, the CM team has stepped in with a new type of release for the popular custom firmware -- "m-series" builds.

Typically "M" in the context of software refers to "milestone" -- M1 would be milestone one, and so on. However, the CM team says it doesn't have anything specific in mind as to what its M builds will stand for, just that they're meant to be more stable than nightly builds, and more frequent than beta builds. Currently, they're rolling out at the start of each month.

So the first CM10 M1 builds that are rolling out today should give owners of certain devices the chance to enjoy a more stable Jelly Bean-based CyanogenMod experience while we wait for the first official beta builds to appear. The current M1 builds are available now for 18 phones -- primarily Samsung devices. These include various flavors of Galaxy Nexus, Nexus S, Galaxy S, Galaxy S2 and Galaxy S3. There are also builds for the AT&T Galaxy Note, Nexus 7, Sony Xperia Acro and Xperia S. The team says more devices will be added as things become more stable.

    Big retailers offering free pre-holidays layaways

    Kmart stores have introduced a free layaway program in the run-up to the holidays.

    Some big-name retailers are taking steps to deal with what?s sure to be another stressful holiday shopping season for many Americans. Kmart, Toys R Us and Wal-Mart are cutting the cost of their layaway programs.

    On Friday, Kmart introduced free layaway for the next two months. Sears Holdings Corporation (which owns the company) announced it had dropped the service fee on new layaway purchases made online or at Kmart stores from now through November 17. There is no minimum transaction amount required.?

    Kmart?s regular layaway charge is $5 on 8-week contracts and $10 for 12-week contracts.?

    ?We did this because this is what our customers asked us to do,? said Jai Holtz, vice president of financial services at Sears Holdings. ?They prefer layaway to other methods of financing.??

    Holtz told me Sears is also planning to launch a free layaway program for holiday shoppers. An announcement is expected in October.?

    Toys R Us beat Kmart to the punch by a few days. On Monday of last week, it introduced its new ?enhanced holiday layaway program? that also offers free layaway ? with no minimum purchase ? from now through October 31. The free service applies to most merchandise in Toys R Us and Babies R Us stores. After Halloween, there?s a $5 service fee for layaway orders.

    ?Providing our customers flexible payment terms, without requiring an upfront service fee, is our most attractive layaway offer yet,? said Executive Vice President Troy Rice.

    Wal-Mart, which brought back its layaway program last year, will reduce its service fee from $15 to $5 starting Sept. 16. The lower fee is good through Dec. 14.

    ?When our customers speak up, we listen,? Duncan Mac Naughton, said Wal-Mart?s chief merchandising and marketing officer. ?We believe this rollback strengthens our layaway offering.?

    Customers will get the $5 fee refunded on a Wal-Mart gift card when they make the final payment. So for them, the layaway program is really free.

    Wal-Mart also expanded its layaway program to more products and extended the pay period from 60 to 90 days. Individual items must be priced at $15 or more and the total purchase must be at least $50.

    If the order is cancelled or not paid in full, the $5 fee will not be refunded, but there is no additional cancellation fee. In the past it was $10.

    What?s old is new again

    Layaway, which was popular during the Great Depression, had nearly gone away thanks to easy credit. National retailers dusted off the concept when the economy tanked in 2008. And they?ve been expanding the service ever since.

    ?Layaway plans represent an old-fashioned but sound concept that many Americans have forgotten,? explained Edgar Dworsky, founder of ConsumerWorld.org, an online consumer resource guide.? ?You put away money a little at a time until you can afford to buy what you want rather than running up a credit card bill and only later worrying about how to pay it off.?

    If you do layaway, do it right

    Before you start any layaway program you need to know about the down payment. How much is required? You also want to ask what happens if the item goes on sale while still on layaway. Will you get the lower price?

    Layaway programs have a lot of rules, such as when to pay, where to pay and the deadline for picking up the item. Make sure you read them and understand them. Break any of the rules, and that layaway will be cancelled and you?ll be charged a cancellation fee ? normally around $10.?

    Base attack kills 3 Afghans, destroys NATO chopper

    KABUL, Afghanistan (AP) ? Afghan insurgents bombarded a U.S. base and destroyed a NATO helicopter, killing three Afghan intelligence employees, officials said Tuesday. There were also NATO personnel aboard and wounded, the coalition said without providing further details.

    Separately, a teenage suicide bomber on Tuesday walked into a shop in western Afghanistan and blew himself up, killing five people, Afghan officials said.

    The bombing and the strike at Bagram Air Field outside Kabul came as U.S. and its allied military forces marked the 11th anniversary of the Sept. 11, 2001, terror attacks with a tribute to the more than 3,000 foreign troops killed since the invasion of Afghanistan ? including about 2,000 members of the U.S. military.

    The attacks were a reminder that the Afghan war launched less than a month after 9/11 continues to rage, with insurgents waging a ceaseless campaign against the U.S.-led NATO coalition and the Afghan government.

    "Eleven years on from that day there should be no doubt that our dedication to this commitment, that commitment that was seared into our souls that day so long ago, remains strong and unshaken, " said Marine Gen John Allen, the top commander of U.S. and coalition troops, at a ceremony at NATO's Kabul headquarters.

    "Today we remember the victims here in Afghanistan who have suffered so horribly at the hands of al-Qaida and the Taliban and other terrorists," he said. "Perhaps more significant to all of us at this ceremony, today we remember the precious soldiers and civilians of all nations lost in Afghanistan since that day of infamy in 2001."

    Allen hailed the troops fighting in Afghanistan as the "next greatest generation," a reference to those who fought in World War II.

    "A generation that has been at war for 11 years, the longest war in most of our nations' modern histories. Many of you standing here today are on your second, third, fourth, and sometimes even fifth tours in this fight," Allen said.

    After the short ceremony, he swore in eight members of the U.S. military, who decided to re-enlist on the anniversary of the attacks.

    "I think it is a great honor to be able to re-enlist on September 11," said SFC Isaac D. Engle, 30, from Salem, Oregon. A member of the Oregon National Guard, the 10-year veteran was heading home in less than a week after serving a year in Afghanistan.

    Engle, who also served in Iraq from 2004 to 2005, said that the "chance to extend and serve my country and state for another three years, and the chance to do this on September 11, means more to me than I can describe."

    The attack on the sprawling Bagram Air Field occurred around 10 p.m. Monday. Militants occasionally fire mortars or rockets at Bagram, but the attacks usually cause little or no damage.

    The Taliban claimed responsibility for the attack.

    "Four rounds hit," coalition spokesman Army Maj. Adam Wojack said, adding that it was unclear whether they were rockets or mortars. "One of the rounds hit the helicopter and started a fire, which destroyed it."

    Both Afghan and coalition forces were inside the Chinook CH47 when it was hit, Wojack said, adding that three Afghans died and an unspecified number of coalition troops were wounded. NATO policy prevented him from disclosing details about their injuries.

    There were no details available on how many NATO personnel were aboard or what they were doing there. Several countries in NATO fly Chinooks.

    An Afghan government official in Parwan province where the base is located confirmed that three Afghan intelligence employees were killed. The official, speaking on condition of anonymity because he was not authorized to disclose information to the media, said two Afghan policemen were injured in the attack.

    Taliban spokesman Zabiullah Mujahid said in a statement that the insurgents had fired rockets, and the strike killed nine Afghan intelligence workers and four Americans at the base. However, the insurgents often exaggerate the death toll of their attacks.

    In an attack last month on Bagram, an insurgent rocket damaged a top U.S. general's plane that was parked on the tarmac. The Taliban also claimed responsibility for that attack on the C-17 transport plane, which had flown U.S. Army Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, to Bagram.

    Dempsey was in his staff quarters when the rockets landed and was not hurt in the attack, but the damage to his plane forced him to use another aircraft for his ongoing flight to Iraq.

    Two aircraft maintenance workers were lightly wounded by shrapnel, and a nearby helicopter was damaged.

    Meanwhile, the suicide bombing Tuesday took place in Kushki Kuhna district of Herat province, said Noor Khan Nikzad, a spokesman for the provincial police chief. The province in western Afghanistan is one of the more peaceful areas of the country but it has been the scene of a rising number of attacks in recent years.

    The target of the attack was Abdul Hakim, a community leader who commanded a local militia, according to Mohammad Ibrahim Kushki, the former top official in the district.

    "The bomber was around 14 years old," he said. "He went to the shop, shook hands with Hakim and then blew himself up."

    Among people I know and people I?ve chatted to on Twitter, bubble tea seems to be a bit like Marmite: you have those who rave about it, those who can?t understand cold tea ?with chewy bits??and a vast number who have never tried it before.

    Now, nice and centrally on Nelson Street, there?s a venue that caters for all three groups in the form of?Babocha: the new bubble tea bar now open on the ground floor of Chinese restaurant Shanghai Nights. Fans of the Taiwanese drink and bubble tea virgins alike can choose from a range of both fruit and milk teas with a variety of ?textures?, while those who aren?t so keen can enjoy a selection of handmade ice creams or sip on a smoothie or milkshake.

    For me (definite fan ? bubble tea is the one thing I break my no caffeine rule for) and the bubble tea virgin I dragged along, it was all about the tea. But how would we decide? With a choice of fruit teas or milk teas, a plethora of flavours of each and a variety of ?textures? in the form of tapioca pearls or fruit juice filled ?pobbles? (alginated bubbles filled with various fruit juices), how were we to decide?

    The only way, in my eyes,?was to ask for a recommendation ? which led to me being presented with a passionfruit fruit tea with tapioca. Each bubble tea is served in a large plastic cup with a sealed plastic lid (they have a special machine that does this), and a straw wide enough to suck up any tapioca/pobbles that have been added to the drink.

    It may not be the most attractive-looking drink in the world (some of them are amazingly-coloured ? see their?Facebook page?for pictures) but it?s certainly tasty. Think slightly sweeter than an iced tea, using real fruit and with the added bonus of chewy tapioca balls (which, I admit, are an acquired taste ? I have a number of friends who loathe them!) or burst-in-the-mouth pobbles filled with fruit juice. I was impressed.

    Not quite as positive a review from the bubble tea virgin, who went for the matcha milk tea? ? again, with tapioca pearls. Matcha was probably quite a brave option to go for as a first introduction ? the green tea powder is very intense and full-bodied, bitter and very vegetal at first with a hint of sweetness towards the end. I loved it and ended up finishing it off?

    At ?3 for the tea itself and an extra 50p for any tapioca/jelly/pobbles you wish to add, it?s on par, price-wise, with a cup of coffee at many Bristol coffee shops ? and we were also lucky enough to enjoy the ?2 for the price of 1? offer that was on over the opening weekend. At the time of writing, there was also talk of?Babocha?launching a loyalty card scheme?

    As I mentioned earlier, there?s also a range of options for those who don?t fancy/don?t like bubble tea. Various fruit-flavoured smoothies are priced at ?3.50 each, and there?s also the option of ?virtually fat-free? frozen yoghurt (?3.50 small/?5 large) which can be served with a variety of sauces and toppings.

    When I next head over, I?ll definitely be trying their ice cream! The?Yee Kwan handmade ice cream?(?2.50-?2.80) is sold by?Babocha?in a variety of flavours, from the standard (strawberry, chocolate, vanilla) to more adventurous options such as black sesame, lychee and chocolate & chilli. I had a little taste (I was intrigued?) of their wasabi ice cream while we were there, and the sweetness of the ice cream with the kick of the wasabi is an odd but strangely satisfying combination. Definitely one for me to enjoy next time!

    And if those don?t appeal? Well, then try a shake (?3.50), made with either yoghurt or ice cream.

    Judging by comments on Twitter when?we announced the opening of?Babocha?early in August, the venue is going to be a hit. Nearly 20 varieties of bubble tea, shakes, frozen yoghurt, smoothies, ice cream?there?s something for everyone. A great refuelling stop with a difference for those heading to Broadmead or Cabot Circus. Recommended.

    Verizon is quite fond of its DROID branding, so the screenshot here obtained by Engadget leaves us a little curious. The image is reportedly of a Verizon internal device management system and clearly bears reference to a HTC Desire 4G LTE. Not to be confused with the DROID Incredible 4G LTE, listed alongside it, this appears to be a completely different device. 

    While there is every chance that the name may not be final, the lack of DROID branding potentially indicates a low to mid-range device. With HTC having just launched the Desire X during IFA 2012, perhaps Big Red could be receiving their own LTE variant? Whatever the case may be, for the time being we'll file this one under the big old rumor pile until we see more.

This is higher quaility then our old upload we did last year, enjoy. :) Ruth Handler watched her daughter Barbara at play with paper dolls, and noticed that she often enjoyed giving them adult roles. At the time, most children's toy dolls were representations of infants. Realizing that there could be a gap in the market, Handler suggested the idea of an adult-bodied doll to her husband Elliot, a co-founder of the Mattel toy company. He was unenthusiastic about the idea, as were Mattel's directors. During a trip to Europe in 1956 with her children Barbara and Kenneth, Ruth Handler came across a German toy doll called Bild Lilli. The adult-figured Lilli doll was like what Handler had in mind, so she purchased three of them. She gave one to her daughter and took the others back to Mattel. The Lilli doll was based on a popular character appearing in a comic strip drawn by Reinhard Beuthin for the newspaper Die Bild-Zeitung. Upon her return to the United States, Handler reworked the design of the doll (with help from engineer Jack Ryan) and the doll was given a name, Barbie, after Handler's daughter Barbara. The doll made its debut at the American International Toy Fair in New York on March 9, 1959. This date is also used as Barbie's official birthday. Mattel acquired the rights to the Bild Lilli doll in 1964 and production of Lilli was stopped. The first Barbie doll wore a black and white zebra striped swimsuit and signature topknot ponytail, and was available as either a blonde or brunette. The doll was marketed as a "Teen-age Fashion Model," with her clothes created by Mattel fashion designer Charlotte Johnson. The first Barbie dolls were manufactured in Japan, with their clothes hand-stitched by Japanese homeworkers. Around 350,000 Barbie dolls were sold during the first year of production. Barbie was one of the first toys to have a marketing strategy based extensively on television advertising, which has been copied widely by other toys. It is estimated that over a billion Barbie dolls have been sold worldwide in over 150 countries, with the well-known fact that three Barbie dolls are sold every second. The standard range of Barbie dolls and related accessories are manufactured to approximately 1/6th scale, which is also known as playscale. Barbie products include not only the range of dolls with their clothes and accessories, but also a huge range of Barbie branded goods such as books, fashion items and video games. Barbie has appeared in a series of animated films and makes a brief guest appearance in the 1999 film Toy Story 2. Uniquely for a toy fashion doll, Barbie has become a cultural icon and has been given honors that are rare in the toy world. In 1974 a section of Times Square in New York City was renamed Barbie Boulevard for a week, while in 1985 the artist Andy Warhol created a painting of Barbie. Barbie's full name is Barbara Millicent Roberts. In a series of novels published by Random House in the 1960s, her parents' names are given as George and Margaret Roberts from the fictional town of Willows, Wisconsin. Barbie has been said to attend Willows High School and Manhattan International High School in New York City, based on the real-life Stuyvesant High School. Today the Barbie line is responsible for more than 80% of Mattel's profits.

    Chicago teachers to stage first strike in 25 years

    CHICAGO (Reuters) - Chicago public school teachers will strike for the first time in a quarter century on Monday after they failed to reach agreement with the nation's third-largest school district over education reforms sought by Mayor Rahm Emanuel.

    The historic confrontation between Emanuel, President Barack Obama's former top White House aide, and organized labor in the president's home city could have national implications for education reform and politics in an election year.

    "We have failed to reach an agreement that will prevent a labor strike," Chicago Teachers Union President Karen Lewis said at a press conference on Sunday night. "In the morning, no CTU members will be inside our schools."

    Earlier, Chicago School Board President David Vitale said the talks had broken down after the city had made its "best offer" to the union, which included a proposed pay rise of 16 percent over four years.

    "We've done everything we can," Vitale said.

    Emanuel said the union chose to strike even though the two sides were close to agreement. "This is totally unnecessary, it is avoidable and our kids do not deserve this," he said at a press conference after the strike was announced.

    About 29,000 teachers and support staff will not report for work on Monday morning, affecting some 350,000 students.

    The strike means parents will have to scramble to make arrangements for children either by sending them to alternative facilities like churches or keeping them home.

    Community leaders had begged both sides to come to an agreement and keep children in school.

    "We can't afford to have young people in harm's way," said Cy Fields, senior pastor of New Landmark Missionary Baptist Church, which is located in a violence-torn community.

    A protracted stoppage could hurt relations between Obama's Democrats and national labor unions, which are among the biggest financial supporters of the Democratic Party and will be needed by the party to get out the vote in the November 6 election.

    The union wants Chicago to drastically reduce class sizes and increase funding for education.

    It is suspicious of efforts to erode traditional job protections such as tenure, teacher autonomy and seniority. The union believes charter schools supported by Emanuel, which are taxpayer-funded but not subject to all public school regulations, will undermine public education.

    'A LOT AT STAKE'

    Just over 12 percent of Chicago public school students go to the non-union charter schools, which will be open for classes on Monday, school officials said.

    Emanuel said the two unresolved issues in the negotiations are his demand for teacher evaluations tied to the standardized test results of students, and giving principals of schools more authority and autonomy.

    Teacher evaluations based on student results on tests is at the heart of the national school reform debate.

    Jesse Sharkey, the union vice president, said the evaluations sought by Emanuel would distort the curriculum, cheapen education and hurt school performance.

    Both sides in Chicago agree the city's public schools need fixing. Chicago students lag national averages in key tests of reading math and science achievement, according to the U.S. Department of Education.

    Only about 60 percent of high school students in Chicago graduate, compared with a national average of 75 percent and more than 90 percent in some affluent Chicago suburbs. More than 80 percent of Chicago public school students qualify for free lunches because they are from low-income families.

    Chicago Public Schools has projected a $3 billion budget deficit over the next three years and faces a crushing burden of pensions promised to retiring teachers.

    During the strike, the city has allocated $25 million to provide breakfast and lunch to students in the district and to pay for half a day of supervision at 144 of the city's 675 schools. Children also will be housed at churches, community centers and other locations under the plan.

    The union has expressed concern about the plan for supervising children, calling it a "train wreck." Many of the people supervising children have not received proper training, the union said. And parents are uneasy about putting students from different schools together in neighborhoods which have suffered from gang-related shootings this summer.

    When you think about what you?ve seen in the media or contemplate what you?ve heard about the training or competitions that often accompany martial arts, you might not see yourself being a martial artist. But, why not? Whether learning the forms required for belt rank progression, getting ?in the ring? and sparring with an opponent, becoming proficient at various weaponry tactics, using skills for self-defense or just having fun with a new passion, martial arts can be for everyone. In fact, the skills of the various martial arts can be therapeutic in many ways, as the training can benefit your mind, body and spirit.

    People have naturally been fighters and hunters and engaged in war since the beginning of time. And from nearly every corner of the earth, combat techniques developed into various styles of martial arts. The term ?martial arts? comes from the Latin, as it was considered the ?Arts of Mars,? derived from the Roman god of war.

    Today?s martial arts have history in nearly every continent and continue to grow in number as additional off-shoots of the traditional arts are developed. Although many of the most recognized martial arts come from Asian countries, especially China, Japan and Korea, the list is nearly endless.

    Something for Everyone

    The martial arts encompass a wide array of techniques including full-contact combat sport, military-based styles, arts focused on fitness, self-defense tactics, meditative arts, weapons-based styles and martial arts that emphasize punches, kicks, grappling or throws. And even if an art involves kicks and you do not have use of your legs, there?s no reason you can?t train in it. Martial arts are for everyone. In fact, they are one of the greatest resources for increasing core and body strength, self-confidence and overall health.

    If someone like the now infamous Aaron Fotheringham, born with spina bifida, can do a back flip from his wheelchair at a skate park, there are no limits for those with disabilities in any sport, including the martial arts. Finding a school that has a committed instructor and flexible program is key. If you focus on hard work, dedication and advancement, you will quickly find yourself healthier, mentally and physically, regardless of where you were when you entered your first class. Your specific disability may fit better with some arts than others, but you shouldn?t feel limited to what traditional definitions or popular portrayals prescribe.

    Regardless of your physical needs or challenges, nearly every move can be adapted, such as doing a wheelie or punch in place of a kick or a spin in place of a roundhouse maneuver. You can punch with one hand instead of another or position your body differently to accomplish other movements. If you are a chair user or end up on the ground, you?re in a great position for self-defense techniques, as the groin is often a key target and you?ll likely be in direct striking range.

    Martial arts training can be an incredible asset to rehabilitation and regaining skills such as balance, coordination and mental focus. Students with single or multiple limb amputations can use prostheses to replicate nearly every move. Those with visual impairments often practice the martial arts with very minor adaptations, as people who are not disabled often practice their forms or spar blindfolded to gain increased skill and use their ?sixth sense,? something those with variations of blindness often already possess.

    But replicating the actual movements is not the essence of martial arts: It?s the heart and effort you put into learning your selected art that?s truly important.

    WASHINGTON (AP) ? As Americans debate whether they are better off now than they were four years ago, there is another question with a somewhat easier answer: Are you safer now than you were when President Barack Obama took office?

    By most measures, the answer is yes.

    More than a decade after terrorists slammed planes into the World Trade Center in New York, the Pentagon and the Pennsylvania countryside, Americans have stopped fretting daily about a possible attack or stockpiling duct tape and water, and the slogs through airport security have become a routine irritation, not a grim foreboding.

    While the threat of a terror attack has not disappeared, the combined military, intelligence, diplomatic and financial efforts to hobble al-Qaida and its affiliates have escalated over the past four years and have paid off. Top terror leaders, including Osama bin Laden, are dead and their networks in Pakistan, Yemen and Somalia disrupted.

    In some cases, the Obama White House simply continued or escalated programs and policies begun by the Republican administration of George W. Bush. But Obama implemented a more aggressive drone campaign to target top terror leaders, broadening efforts to help at-risk nations beef up their own defenses, and implemented plans to end the war in Iraq and bring troops out of Afghanistan.

    As a result, terrorism worries have taken a back seat to the nation's economic woes.

    Unlike previous elections, national security is not a big campaign issue this year. Mitt Romney made no mention of terrorism or war during his acceptance speech at the Republican National Convention last week. Although public opposition to the war in Afghanistan has grown, it's not a top dinner table topic for most Americans.

    "I would have said four years ago that the al-Qaida movement was emerging as a bigger problem, especially with the emergence of affiliates in places like Yemen and with the spike in homegrown attacks," said Phil Mudd, a senior counterterrorism official at the CIA and FBI during the Bush and Obama administrations. "But I would say today that al-Qaidaism is on the decline. By any balance, the number of places where people want to come after us has declined in the past four years."

    Mudd, now a senior research fellow at the nonpartisan New America Foundation, said that while militants in other countries may still be causing problems in their own areas, they are less likely to "be sitting there saying how do we get to Los Angeles, and that's a big change."

    Still, other international dangers remain. Ongoing efforts to dissuade Iran from developing nuclear capabilities have not worked. And as Israel's worries about the nuclear threat grow, the possibility of U.S. involvement in an Israeli strike against Iran has become a front-burner issue.

    Defense officials are wary of China's military growth, and the U.S. intelligence community has accused the communist giant for systematically stealing American high-tech data through computer-based attacks. U.S. officials and security experts also are increasingly warning that the United States is highly vulnerable to cyberattacks ? including one that could take down the electric grid, financial networks or energy plants.

    Republicans say Obama has failed to slow Iran's nuclear program, saying that it could spark an arms race across the Middle East and that it poses the greatest threat to the U.S. and its allies.

    Sen. John McCain, the leading Republican on the Senate Armed Services Committee, told his party's national convention that Obama missed an opportunity by not supporting a revolution in Iran.

    "For four years, we've drifted away from our proudest traditions of global leadership," McCain said. "We are now being tested by an array of threats that are more complex, more numerous and just as deeply and deadly as I can recall in my lifetime."

    Others, however, argue that the Obama administration has calmed tensions overseas with Russian, China and other countries that eyed the American invasion of Iraq with suspicion.

    "Everyone was afraid that Iraq meant that whenever we thought it was a good idea to bring democracy to a country by force we would do it," said James Lewis, a Washington-based national security expert, now with the Center for Strategic and International Studies. Through diplomatic efforts by the Obama administration, he said that "that level of fear has been tamped down. The global perception of the U.S. is better."

    Lewis agreed that Iran may be the one place where the U.S. is no better off than it was four years ago, but he said things are stagnant, not worse. But he blamed the lack of progress on the Iranians and their refusal to engage.

    Still, tensions with China continue over its growing military, its cyberactivities and the territorial disputes in the South China Sea. A trip to China this week by Secretary of State Hillary Rodham Clinton highlighted ongoing friction between Washington and Beijing.

    But Clinton and other U.S. officials say that despite the routine disagreements, they can now discuss the issues more freely and frankly with the Chinese, unlike in recent years, when communications were difficult and rare.

    "We have strengthened our alliances around the world to protect against future threats, locked down nuclear materials and improved our homeland defenses," said Tommy Vietor, spokesman for the National Security Council. "The U.S. is absolutely safer now than four years ago."

    Europe acts to rein in its debt crisis

    The European Central Bank unveiled an aggressive plan to buy the bonds of financially flailing countries such as Spain and Italy, its boldest step yet to stanch the continent's 3-year-old debt crisis and one that could lift the U.S. and the global economies.

    The bond-buying plan unveiled Thursday is intended to stimulate economic growth by reducing the borrowing costs for cooperating Eurozone governments. But its ultimate purpose is to set up a financially adequate and politically acceptable way of containing the crisis and maintaining the survival of the euro currency.

    Not all analysts were convinced that the new program was a big leap forward.


    Greece's situation remains volatile, fundamental flaws exist in the 17-nation Eurozone's political institutions, and Germany's high court could throw a wrench into the ECB's effort when it rules next week on whether certain aspects of the financing plan are compatible with German law.

    Still, many experts and investors regarded the announcement as a significant step in the right direction. And they expected that it would be approved by Germany, despite that nation's long reluctance to allow the central banker to act as a lender of last resort.

    U.S. stocks surged Thursday as investors got an additional boost from positive signals on the American job market before Friday's important employment report.

    All three major stock indexes closed at their highest levels in years, stretching back to the beginning of the Great Recession for the Standard & Poor's 500 and the Dow Jones industrial average.

    "There is enough here [for the ECB] to assure investors in Europe and around the globe that the Eurozone is here to stay and there's no reason to flee the region," said Bernard Baumohl, chief global economist at the Economic Outlook Group. "I think it's going to work."

    In announcing the plan, ECB President Mario Draghi was making good on a pledge in July that the central bank would do whatever it takes to preserve the euro.

    He said Thursday that bold intervention was necessary to relieve undue pressure on governments facing high borrowing rates that weren't warranted and that raised the risks of default and a messy debt-induced death for the euro.

    "Let me repeat ? the euro is irreversible," Draghi declared in Frankfurt, Germany, the city where the ECB's headquarters is located. "There is no going back to the lira or the drachma or to any other currency. It is pointless to bet against the euro."

    Spanish 10-year government bond yields fell sharply after the announcement, to below 6% for the first time since May. Italian yields also edged lower, as did Greek, Portuguese and Irish yields.

    The ECB's bond-buying program doesn't directly address the financial strains in Greece, which is receiving emergency funds even as Athens is struggling to meet certain economic and fiscal conditions of the bailout.

    But the biggest fear among investors hasn't been so much what happens in Greece, but whether its problems would spread to the much larger Spain and Italy, economies that are too big to bail out and substantially more risky for the Eurozone's sustainability.

    Now, with the ECB saying it would buy an unlimited amount of bonds of such countries, it could not only create a market of lower-priced bonds for the countries, but also assure investors that if something were to go wrong, they could sell the bonds to the ECB.

    "This [plan] significantly reduces, if not eliminates, the risk of an uncontrolled scenario in the Eurozone," such as a default by Spain, said Jacob Kirkegaard, a research fellow at the Peterson Institute for International Economics in Washington.

    "What we have today is not a guarantee against volatility in the euro area, but a financially adequate and politically sustainable firewall for the euro. And this is a very new and important development," he said.

    The debt crisis in Europe has been a persistent head wind for the U.S. and the global economies, damping investor confidence and threatening financial instability. Europe is a major market for U.S. exports, and many American corporations have significant investments and sales in the continent.

    The Eurozone economy is expected to contract this year but return to growth in 2013, with the ECB's plan boosting activity.

    Ravens linebacker Brendon Ayanbadejo said Friday he was ?surprised,? to hear a local politician?s effort to get the Ravens to keep him from speaking in favor of gay marriage.

    Maryland House of Delegates member Emmett C. Burns Jr. sent a letter to Ravens owner Steve Bisciotti saying he was ?appalled and aghast? by Ayanbadejo?s stance on the issue and urged Bisciotti to silence him.

    ?Just what our country was founded on, for someone to try to take that away from me, I was pretty surprised that something like that would come up, especially from a politician,? Ayanbadejo said, via Matt Vensel of the Baltimore Sun.

    Ayanbadejo said team president Dick Cass stopped him to tell him the team supported him, and that the team was planning to draft a letter to Burns.

    The team issued a statement from Cass which said: ?We support Brendon?s right to freedom of speech under the First Amendment.?

    ?He [said], ?We?re in support of you, and it?s good that you?re able to voice your opinion and say how you feel,?? Ayanbadejo said. ?But Dick personally told me that we?re not an organization that discriminates and he was telling me how he was on Pro Football Talk and he was reading all the comments that people have said and he was overwhelmingly surprised and happy to see that football fans were supporting me and what I said. He told me that I should go there and I should read it.?

    Ayanbadejo has been an advocate for gay marriage since 2008, and views it as a civil rights issue.

    ?I just thought it was important because it?s an equality issue. I see the big picture,? Ayanbadejo said. ?You know, there was a time when women didn?t have rights, black people didn?t have rights, and right now, gay rights is a big issue and it has been for a long time. And so we?re slowly chopping down the barriers to equality.

    ?We have some minority rights we have to get straight and some gay rights, then we?ll be on our way ? because ultimately, the goal is to be the best country that we can be and we?re always evolving. You just look back to where we came from, and we?ve come a long way, but we still have a ways to go.?

    Whether you agree with Ayanbadejo?s politics or not, his willingness to give voice to his opinions is admirable. Too many athletes take the safe way out, for fear of angering any small slice of the public (like Michael Jordan?s ?Republicans buy shoes too,? rationale for not endorsing political candidates).

    And whether you agree with Burns or not, you would hope any degree of elected official would have paid just a little more attention in Civics class.
